THE RESULT TO CHECK
A minimal enquiry record and confirmed recipient acceptance, or an unresolved handoff with a named operator. Advice and enrollment stay with licensed people.

The work to improve
Help your insurance team prepare enquiries before a licensed conversation. Gather the agreed minimum details, check recorded contact permissions and request an approved handoff. A transfer attempt stays pending until the receiving team confirms the connection; licensed people own advice and enrollment.
An enquiry may arrive without a clear source, contact permission or requested next step.
The receiving agent may be unavailable, outside coverage or missing the context already collected.
A dial or bridge attempt can be counted as a sale-ready handoff even when no receiving agent accepts it.
Intended outcomes to verify
These are pilot goals, not achieved customer results.
Prepare a minimal enquiry record with its source, stated interest and permission evidence for review.
Request a handoff only to the approved campaign destination with confirmed human coverage.
Keep declined, unavailable and uncertain handoffs visible with a named owner and permitted next step.
The team and its responsibilities
AI role
Enquiry intake worker
Captures stated interest and the minimum approved contact details. Owns: Enquiry record. Acts within the approved intake script; no plan recommendation.
AI role
Permission review worker
Prepares source and permission references for configured contact checks. Owns: Missing-evidence flags. Suggest-only when evidence is missing or conflicting.
AI role
Handoff coordinator
Requests the approved destination and records the available connection outcome. Owns: Handoff status. Configured transfers only after required checks; no blind replay.
Human authority
Licensed agent
Accepts the enquiry and owns insurance advice, eligibility assessment and enrollment. Owns: Licensed conversation and customer decision. Authority defined by the insurance organization.
Human authority
Campaign operator
Approves scripts, destinations and coverage, and resolves exceptions. Owns: Contact policy and unresolved handoffs. Accountable campaign owner.
The workflow
1 · Enquiry intake worker
Capture enquiry
Record the customer’s stated request and only the approved fields.
Prepare the intake facts and evidence references without deciding insurance eligibility.
4 · Handoff coordinator
Request handoff
Use the approved destination only when the customer agrees and human coverage is available.
5 · Licensed agent
Confirm connection
Confirm acceptance from recipient/provider evidence; an attempted transfer alone stays unconfirmed.
6 · Campaign operator
Resolve exception
Record a permitted callback or closure for unavailable, declined or uncertain outcomes without automatically replaying a possible connection.
Fictional example: an insurance enquiry when no agent is available
A fictional caller asks to speak to a licensed agent. The approved destination has no available recipient. The workflow records the unavailable handoff and leaves the next step with the campaign operator.
Collect the request
The worker records the requested conversation and minimum contact details. It does not promise eligibility, a subsidy, savings or a specific plan.
Check the approved route
The configured contact checks pass, but human coverage is unavailable. The worker does not claim that a transfer has completed.
Record the next step
If the caller agrees and the campaign permits it, the operator receives a callback request. A requested callback is not a booked appointment or completed enrollment.
Decision rules and controls
Missing contact permission, suppression conflicts or an unapproved destination stop the handoff request.
ACA and Medicare scripts, campaign criteria and licensed responsibilities require separate review; they are not interchangeable.
An unavailable or uncertain connection remains unresolved until the accountable operator reviews the evidence.
Eligibility, benefits, plan comparisons and enrollment stay with the authorized licensed person.
Use the approved identity and disclosure script; do not imply government affiliation or guaranteed insurance outcomes.
Collect only agreed intake details; avoid SSNs, payment details and unnecessary health information.
Validate channel, contact rules, destination and recipient availability for the selected deployment.
Partner acceptance of AI-assisted calls must be agreed in writing; a blueprint is not permission to supply paid calls.
